Russia to Send Note of Protest to Armenia over Failure of Arms Tender
Moscow /24.10.19 / Turan: Moscow will send a note of protest to Yerevan in connection with the failure of the arms tender, in which the Russian company ORSIS participated, RIA Novosti reports.
In May, the Ministry of Defense of Armenia for the first time in its history announced a tender for the supply of military equipment in the amount of several million dollars. Only the Russian ORSIS, a part of the Promtehnologiya group, which for several years supplied Armenia with weapons, ammunition and optics, was able to satisfy the qualification requirements.
Soon, the tender was closed without explanation. In August, ORSIS filed a lawsuit through its lawyer in Armenia.
A note of protest has already arrived at the Foreign Ministry and will soon be handed over to the Armenian side.
The document was signed on October 22 by the deputy head of the Ministry of Industry and Trade of Russia Oleg Ryazantsev and addressed to the Minister of Defense of Armenia David Tonoyan. It says that the application of ORSIS in the tender was "rejected without good reason," and the company itself "included in the list of unscrupulous suppliers, without any motivation."
It is also said that the Armenian Ministry of Defense "illegally appealed to the bank demanding payment of a bank guarantee for participation in the tender", although by law the company had to pay such compensation if it won the tender and itself refused to sign the contract.
"I ask you to consider the current situation and give instructions on the adoption of measures aimed at resolving it," the Russian Foreign Ministry wrote in an appeal. -02D-

According to the Turkish newspaper Sabah, officials from the Istanbul Prosecutor's Office's Anti-Smuggling Unit have detained an Azerbaijani citizen with a large shipment of gold. The detention took place near the Vadi İstanbul shopping center in the Sarıyer district, where a taxi was stopped. During the search, 70 kg of gold was found. The Azerbaijani citizen in the vehicle claimed ownership of the cargo and also stated that he was a diplomat. The investigation by the prosecutor's office is ongoing, reports Sabah newspaper. The media outlet does not disclose the name of the "diplomat," only his initials – M.G.Ş. The Azerbaijani Ministry of Foreign Affairs has declined to comment on the situation.
