Additions to the Administrative Code
Baku / 02.05.29 / Turan: On May 2, President of Azerbaijan Ilham Aliyev signed a decree approving the introduction of an amendment to Article 440-1 (violation of the legislation on the handling of movable property) of the Administrative Offenses Code (CAO).
According to the amendment, for not providing information on the workload of movable property to the state register, as well as providing knowingly false or incomplete information, individuals will be punished with a fine of 150 manat.
For the same actions, officials will be punished with a fine in the amount of 700 manat, and legal entities - 2500 manat.
Officials of the state registry, for violation of the rules for keeping records of movable property will be punished by a fine of 1,000 manat.
A non-disclosure of state and municipal property workload in the manner prescribed by law will be subject to a fine for 1,500 manat. -21D--

Later, other "witnesses" claimed it wasn't a whale, but a shark. Even later, a version emerged suggesting it was a submarine.
