Elchin Behbudov: Prison Service is responsible for the death of the prisoners
The responsibility for the death of a prisoner Elshad Babayev in jail N14 bears the leadership of the jail and the Prison Service, said the head of the Committee against Torture, Elchin Behbudov.
" The statement of a 31-year-old sister of Elshad Babayev on numerous traces of torture on his body causes a concern. We cannot stand by and be silent. The young man's death occurred in a closed institution, and the responsibility for this lies with the prison administration and the Prison Service.
If a person commits a crime, deprivation of liberty is already a punishment. No one has the right to be subjected to violence and torture the convicted," said Behbudov. He regretted that he was not allowed to monitor penal institutions because he criticizes the negative phenomena in this area.
According to Behbudov, the ban on NGOs specializing in the fight against torture to visit places of detention , in itself, is a cause for concern. Behbudov also pointed to the harsh conditions of detention in prison N 14, located next to the stone quarry, where the air is very polluted.
Human rights activist suggested that the Prison Service will attempt to counteract the objective investigation of Babayev’s death.
Behbudov for his part is preparing an appeal to the President and the Attorney General with a request to facilitate objective investigation of Babayev’s death and punish those responsible. -06B0-
