Prosecutor General : "Veteran burned himself without justification "
Upon the self-immolation attempt by the villager in Alpout Barda Azerbaijan Maarif Veliyev the district prosecutor's office opened a criminal case under Article 125 ( incitement to suicide) of the Criminal Code . This was said on the evening of February 1 by the press service of the Prosecutor General of Azerbaijan.
According to the official report, Veliyev January 27 at about 13:00 tried to burn himself in front of the Executive Power of Barda .
Veliyev was placed in the central district hospital and his condition is " fair and stable."
The investigation found that Veliyev as disabled of the Karabakh war , appealed to the Ministry of Labor and Social Welfare to provide him an apartment house. The Ministry explained to him that for this he should abandon the land of 0.24 hectares previously given to him and explained what documents must be collected for this .
However, as noted in the press release by the Attorney General, Veliyev "negligently took to collect the required documents from the relevant government authorities and has not shown initiative for this." According to the investigators, Veliyev "without any justification attempted self-immolation, having poured himself with gasoline."
It was also found that for Veliyev to build a private house, the government allocated land in 0.24 hectares. On the basis of his appeal on October 5, 2013, the executive power of Barda provided Veliyev financial assistance in the amount of 400 manats. As a disabled of the Karabakh war , he received a monthly allowance of 66 manat and a presidential pension of 85 manat .
Veliyev himself earlier told the media that he did self-immolation from despair, because he could not feed his family and provide treatment to his only disabled child .
Note that the Law of Azerbaijan Republic on the subsistence level in 2014 set it at 136 manat for the able-bodied population and 103 manat for children and pensioners.
And the limit criterion of need in the country in 2014 is set at 100 manat.
According to another report by the Attorney General, a criminal case under Article 125 (incitement to suicide) of the Criminal Code in the Baku Sabail district prosecutor's office was instituted in connection with the attempted self-immolation of a resident of Lankaran, 21-year-old Maleyka Bayramly, in Baku.
According to the report , "on January 30 around 10:30 am a resident of Lankaran Maleyka Bayramly temporarily living in Baku, tried to burn herself on the territory of the Sabail district." The attempted suicide was averted and Bayramly was placed in the clinical hospital № 5, according to the press release. Her condition is assessed as "serious but stable ".
During the preliminary investigation it was found that Bayramly had close connection with Ali Habibli, born in 1990, who from October 2012 to October 2013 held active military service in the subdivision of MNS in Lankaran.
After a while Bayramly appealed to the Military Prosecutor's Office with a statement accusing Habibli of rape. Subsequently, however, she refused to complain about the rape, saying that she had entered into an intimate relationship with Habibli voluntarily and will get married soon.
Then Bayramly and Habibli engaged and their relationship lasted for a while, but then again the young people had a conflict and Bayramly tried to commit suicide. -06D
