The European Court submitted complaint of torture of NIDA member
The attorney of the activist of NIDA Mamed Azizov filed a complaint with the European Court of Human Rights (ECHR ) in connection with the use of torture against him.
According to the lawyer Fariz Namazly, who spoke to Turan, Azizov's rights guaranteed by Article 3 (prohibition of torture ) of the European Convention on Human Rights are violated.
Azizov is one of the eight activists of the civil movement NIDA accused of organizing riots and their case is considered by the Baku Court of Grave Crimes.
According to the lawyer, Azizov has twice been beaten and tortured by law enforcement officials . First it was before his arrest , January 11, 2013 . Then he and another activist, Bakhtiyar Guliyev, were arrested for distributing leaflets calling to participate in a protest on January 12.
They were taken to the 9th police department of Sabail and beaten.
The second incident took place after the arrest of Azizov in the MNS jail on March 15, 2013 .
Immediately after the detention under psychological and moral pressure from 8-9 March Azizov was forced to testify against another activist Rashad Hasanov .
However, on the March 15 confrontation Azizov refused to testify . Two employees of the MNS took him into another room and beat, including a rubber truncheon, to make him testify against Hasanov. Because of the severe pain in the legs, Mamed could not walk for a week and got temporarily deaf in his left ear.
The counsel filed a complaint with the prosecutor's office, but on June 4, 2013 Attorney General's office refused to open a criminal investigation into torture.
This decision was appealed to the Sabail District Court , but the court dismissed the appeal. Appeals against the decision Sabail court were not satisfied either, the lawyer said.
Recall that all the accused activists of NIDA have been recognized by Amnesty International as "prisoners of conscience." -06B-
