As you know, the sale process held by the State Housing Development Agency (MIDA) on 30.03.2022 has caused a wide public discussion in the last 2 days. The reason for the dissatisfaction is that the houses were sold in a few seconds and the process was not transparent. I would also like to note that such issues have already been discussed in many mass media outlets, and I would even say that this topic is not the discussion of the last 2 days, and it has been going on for several years. However, I will talk about the solution now, as always, not about seconds or problems. I will have a small recommendation on this topic, especially as someone who is more focused on social issues.

If there is a sale in a business or process, then there is a business; if there is a business, then there are principles of the right approach. Therefore, I want to explain some nuances in this regard. As every marketer knows about customer satisfaction in marketing, 1 dissatisfied customer is equal to 7-11 customers. So, who are these 11 people? Relatives, friends, acquaintances, etc. of the dissatisfied customer. This topic covers thousands of dissatisfied customers, to be more precise, according to today's information, the number of people who received an e-cabinet in the "Affordable Housing" system is 24,761 people, which is 272,371 if we multiply by 11. At the same time, the coverage of these protests in the mass media poses a great risk to the image of an institution that has done a good job so far and provided housing to many needy citizens. We will find a way to explain the seriousness of the subject by answering a few questions. I would also like to note that based on my personal experience, I explained a simple business model to one of the leaders of MIDA in 2018 to solve such issues.
First of all, we need to understand what MIDA is and who can get these houses?
MIDA is symbolic of the fact that citizens of the Republic of Azerbaijan receive apartments at the disposal of the State Housing Development Agency through the "Affordable Housing" electronic system.
The question arises: which citizens?
- Family members of martyrs, national heroes and their family members, and heroes of the Patriotic War and their family members
- IDPs or equivalent persons
- Persons with a special rank who have served in the internal affairs bodies for at least 3 years
- Persons who have served in the civil service for at least 15 years, including those who have served in a special type of civil service, etc.

But who took part in the sale held on 30.03.2022?
During the sale on 30.03.2022, the number of participants in the selection of 442 apartments was 8,939 people. It is also clear from the figures that not everyone would be able to get a house, and as MIDA said, according to the principles of competition, everyone should be able to enter a contest for a house at the same time.
But what is the definition of COMPETITION?
Competition means that people with the same status and rights are entering a contest for something together. Once you know what competition is, a business model is built. The families of the martyrs, national heroes, and participants of the Patriotic War, who fought for this country at the cost of their lives and sacrificed their lives for a comfortable and free life today, must enter a contest for the houses they want among themselves. Because these people have the same status and rights. Or employees of internal affairs bodies, who ensure our safety in cold, rain, wind, or any other situation, must enter a contest for the houses they want among themselves. I think that the general participants, i.e. people from the other categories, will also support this principle. Let me note that the status of each person is recorded in the e-cabinet, and MIDA specialists can use it for their system.
Taking into account the statistics, I would like to note that only on September 5, 2018, in the Yasamal Housing Complex, the first project of the State Housing Development Agency, only 4 families of martyrs were able to get a house out of 324 apartments, and the total number of participants was 4,542 people. The number of people who received an electronic cabinet in the system was 9,556 people. You can follow the statistics covering that period.
Considering the above, let me give you an example of how sales are formed. However, according to some principles, the sequence may change.
For example:
30.03.2022 - Among the families of martyrs, national heroes and their family members, and heroes of the Patriotic War and their family members
05.04.2022 - Among IDPs or equivalent persons
12.04.2022 - Among persons with a special rank who have served in the internal affairs bodies for at least 3 years
With such a model, transparency will be formed among customers, that is, a member of the family of a martyr who could not get a house will know that the house he could not get was acquired by another family of a martyr. This, in turn, will eliminate unnecessary conversations. At the same time, you will not need the help of a software engineer or any other person.
