Guliyeva disappeared on November 21, 2019 in the village of Dondar Gushchu. On January 6, her charred body was discovered in the same village. On January 10, 47-year-old Suleymanov was detained.
He was charged under Art. 120.2.9 (murder of a person in a helpless state) and 145.2.3 (imprisonment of a minor) of the Criminal Code. Suleymanov faces a sentence under Art. 145.2.3 (from 3 to 5 years in prison) and Art. 120.2.9 (from 14 to 20 years or life imprisonment) of the Criminal Code.
Ilkin Suleymanov said on January 24 in an appeal court that he had confessed to the abduction and murder under torture.
Alibaba Rzayev, the lawyer, stated in the court of appeal that there are signs of violence on Suleymanov’s body. The defense requested that the court make a separate decision in connection with torture and other procedural violations, and submit a submission to the prosecutor to investigate this. However, the court did not grant the request and the complaint.
In turn, the prosecutor general’s office denied the lawyer's statement about torture. According to the Prosecutor General, Suleymanov was examined upon admission to the Baku detention center-1 and there were no signs of violence on his body.
However, earlier, Suleymanov’s sister and father stated that they could torture Ilkin, and his testimony was written in a different style.
The head of state took personal control of the investigation into the murder in Tovuz of 10-year-old Narmin Guliyeva, Prosecutor General Zakir Garalov said at an operative meeting on January 9.
Personal Control of Heydar Aliyev
In the early summer of 1979, an attack was made on a policeman who stood at the post of government cottage of the First Secretary of the Central Committee of the Communist Party of Azerbaijan, Heydar Aliyev. The attacker crept up to the post, which was located on the border of Zagulba beach and the government cottage, and from the rear struck with rebar on the head of the policeman. The latter turned out to be a strong man, even after that he tried to resist, but after receiving another blow, he lost consciousness. The criminal took his gun, which was the target of his crime and hid.
The case was taken under the personal control of Heydar Aliyev.
All possible law enforcement forces were raised in search. The police interrogated a huge number of people living in the village. Three guys were arrested in this case. They were tortured and forced to individually confess to their deeds. One of them was the main defendant, and the other two were substitutes - just in case suddenly something happens to the main.
However, the real criminal was found. He turned out to be a former resident of the village, who moved to Russia, served in the KGB as an ensign in Siberia, and then quit. He came to stay with his mother. At the same time, having committed a planned crime, he returned to Russia.
After the arrest, he confessed to the deed and indicated the place where the gun was buried. It was seized near the crime scene. The survived policeman recognized the attacker.
This story turned out to be with a happy ending for the three arrested guys and their families. The final could not be different, because it was under the control of Heydar Aliyev.
But this same story is a vivid example of the traditions of the Soviet police, which did not outlive themselves even after the funeral of the Soviet Union. We are witnesses to how drug storage, hooliganism, and so forth are being fabricated.
Is Ilkin Suleymanov guilty? If the villagers say “No,” can the society believe in his guilt? The position of these people should be a signal for everyone and especially for those under whose control the case of Narmina Guliyeva is.
