Why is President Aliyev in a hurry?

The processes in Azerbaijan are accelerating and gaining momentum. The very fact of the time interval between the voting day - April 11 and the inauguration - April 18, speaks of the rush of the actions of the administration of President Ilham Aliyev.

If to look at the history of Aliyev's four victorious elections that started in 2003, the following picture is revealed: the distance between the 2003 elections and the inauguration took 17 days (October 15 and 31), 2008 - 9 days (October 15 and 24), 2013 - 10 days (9 and 19 October), 2018 - 7 days (11 and 18 April).

The last process of inaugural acceleration was preceded by a referendum on changes in the constitution, which set the legislative framework for accelerating the adoption and implementation of decisions on elections, and introduced structural changes in the higher system of power, introduced the institution of vice-presidency, which led to an even greater concentration of power in the hands of the family Aliyevs.

Finally, as a logical result of the process of acceleration, presidential elections, postponed from October to April, became presidential elections. They also went on short campaign days and formally logically formalized the April 11 status quo, which was established 15 years ago.

Although in an inaugural speech Aliyev measured the successful, in his opinion, 15 years of his rule, but still the behind-the-scenes speech of the country's problems, including the economic and systemic crisis, can be considered as the main reasons for accelerating the president's steps.

Despite the fact that the subject of possible reformist actions of Aliyev causes sepsis among his opponents, and few of them believe in the possibility of reforming the system, but one must take into account that since the beginning of the open crisis in Azerbaijan in 2015, much has changed in this country. The authorities today speak more about reforms than its opponents. The theme of reforms was also evident in the inaugural speech and ended the list of cliches on topics about the unity of people-power, GDP growth and poverty reduction, patriots and corrupt servants of foreign states, and so on.

Cliché does not give much information to the knowledgeable and ordinary people. They only point to the line of conduct of power in the present and the medium term. It follows that Aliyev plans to accelerate social and economic development, institutional and personnel perturbations, but he is not ready to build a dialogue with opponents, whose place, in his own words, he defined in the "dump of history".

This non-constructive approach of Aliyev to a part of the Azerbaijani community, which is gaining strength in the information space, cannot be regarded as a far-sighted and justified passage. Early and not too late, along with the acceleration of reforms in the economic and administrative bloc, the issue of interaction with opponents will be inevitable. For the very acceleration of decision-making, which began three years ago, will accelerate the oncoming process of the movement of power and the people, who are still speechless.
