The current model of Azerbaijan is a relic of the Soviet system
Baku / 22.05.18 / Turan: The current Republic of Azerbaijan is the moral and political successor of the Azerbaijan People's Republic (APR) (1918-20) rather than the legal one. This opinion expressed in the interview to the program "Cətin Sual" ("Difficult Question") of the Turan agency an expert in law, a member of the Mejlis of the REAL Party, Erkin Gadirli.
The fact that the Azerbaijan Republic is the successor of the APR was declared in the Consolidation Act on State Independence of Azerbaijan of October 18, 1991. It was a demand of the time. Since Azerbaijan fought for secession from the USSR, creating statehood not on an empty place, but on a historical heritage. However, the current statehood differs from the APR. That republic was parliamentary, but the present is presidential.
APR existed for a very short time, and then neither the Constitution nor a number of fundamental laws could be adopted. That is why continuity is more politically-moral in nature than legal. Does the current republican model of Azerbaijan guarantee the comprehensive development of society? Answering this question, Gadirli gave a negative answer.
The current model of Azerbaijan in a significant segment is inherited from the Soviet period, when in the USSR, and in the union republics, presidency institutions were established with the presence of the Cabinet of Ministers. Powers were at the president, instead of the government.
Now the same thing. In addition to this imbalance between the branches of power, the parliament and courts are very weak.
Gadirli believes that the current political system does not correspond to republican values. For this, we need to move to a parliamentary republic, as it was in the ANR.
With the exception of the United States, nowhere did the presidential republics lead to sustainable democracy.
Even in France, they are gradually moving away from a strong presidential republic. In this country, the presidential term of office has already been reduced from 7 to 5 years, and the powers of the head of state are gradually transferred to the parliament. In the parliamentary republic, party control and parliament over the government are strong.
Commenting on the celebration of the 100th anniversary of the APR, Gadirli said that he expected that it would be celebrated widely throughout the year. However, the authorities intend to limit themselves only to the events of May 28.
"I expected another - holding conferences, publishing books, discussions on television, educational institutions, universities during the year. However, this did not happen," Gadirli said.
He also considers it necessary, at the proper level, to perpetuate the memory of the founders of the APR, create a pantheon, or establish hotel monuments, award their names to the central streets and squares of the capital. -03B06--
