Azerbaijan despite the presence of a February 2012 e-registration opportunities pass by getting e-signatures, legal persons still favor the registration procedures through the paper media. For seven months of this year, only 41.2% (1819) of new local entities with the legal form of "Public Limited" (Ltd) passed state registration through electronic services.
Today the Ministry of Taxes, the government agency for registration of commercial entities, spread information on the use of electronic services in this area. According to the agency, the use of an electronic method to reduce the registration procedure from 6 to 3, the time - from 8 to 4 days, and funds to ensure registration - at least from 95 to 34 manat. Nevertheless, the Ministry of Taxes not clarifies why entrepreneurs do not use this opportunity. In 2013, 45.2% of the local LLC logged electronically.
According to estimates of the Ministry of Taxes, from 1st July 2012 to 1st August this year received 14 900 applications for state registration of commercial legal entities, of which only 5896 (39.5%) were provided in electronic form.
Electronic registration of individual entrepreneurs conducted from 1st July 2011. Since that time, this opportunity was used by 82 500 individuals.
Turan analysis of public records of commercial legal entities shows that the technical capabilities of starting a business use mainly of questionable character. As their founding act the same person. Subsequently, these companies despite the lack of human, technical and financial base participate in public tenders and as no surprise, they are winners. In the next stage some of these companies self-destruct. - 08D -
