Meeting of the Council of Commanders of the CIS Border Troops held in Baku
On September 9, 2013 Baku hosted a meeting of the CIS Council of Commanders of Border Troops. The meeting participants analyzed the activities of the Council on coordination of border agencies of the CIS countries in the field of border security at external borders and measures to improve the efficiency of decision making.
They discussed the proposal to the Council of Heads of State on the formation and use of border groups and other agencies of the Commonwealth directed to resolve the crisis at the external borders of the CIS countries. The provision of emergency assistance to Tajikistan to strengthen border security on the Tajik -Afghan border was discussed, as well as a number of personnel issues.
The meeting also considered the major spheres of cooperation between border agencies to ensure border security in the areas of external borders of the CIS countries in 2014, including in the Central Asian region and the Caspian Sea.
The participants reviewed the activity of the first half of this year, discussed the preparation of the Methodological manual on the implementation and realization of joint research projects carried out under the Commanders of Border Troops. They discussed guidelines for application forms and methods of management of external borders of the CIS countries under the present conditions , commented on the new model law for the protection of state borders, according to the press service CIS Executive Committee.

On January 13, the trial in the case of public activist Nijat Ibrahim continued in the Baku Serious Crimes Court under the chairmanship of Judge Aygun Gurbanova. The trial was suspended after Ibrahim, in protest against the illegal arrest, began banging his head against the "aquarium cage", trying to commit suicide. At the beginning of the trial, he stated that he had been illegally detained for 4 months, and because of this, his family in Moldova was in a difficult situation, Turan announced this on its Twitter.

The International Committee of Concerned Scholars (ICS) has appealed to the President of Azerbaijan, Ilham Aliyev, requesting his assistance in securing the release of the arrested researcher, Igbal Abilov. The ICS expressed concern that Abilov's arrest "may be related to his research on ethnic minorities in Azerbaijan, conducted in collaboration with scholars from Armenia."
