Ministry of Internal Affairs and Prosecutor"s Office about Unrest in Terter (UPDATED)
The Ministry of Internal Affairs and the General Prosecutor's Office rejected the information about the violent death of a detainee Sabukhi Dunyamaliev in the temporary detention in Terter.
In particular, the statement said that on February 4, 2015 the resident of Agdam Sabuhi Dunyamaliyev accused under Art. 234.2 of the Criminal Code (illegal purchase or possession of drugs) hanged himself on a sheet.
In this regard, about 100 people (IDPs from Agdam district) attacked the police station, committed wrongful acts in flagrant violation of public order, and caused material damage to the administration building.
As a result of actions taken, the illegal acts were prevented. At the same time, eight police officers were injured in varying degrees.
The district prosecutor's office opened a criminal case under Article 125 of the Criminal Code (incitement to suicide) and 315.1 (resistance or violence against a government representative).
The personality of 6 people who attacked the police station was revealed and they were detained.
At the request of and with the participation of close relatives of the deceased, forensic examination was carried out, which revealed no signs of violence on the body and internal organs of the deceased, except a furrow on his neck.
In the course of the Interior Ministry investigation, negligent service of the police officer on duty that day was exposed. He was dismissed from the police force.
The District Prosecutor's Office will give a legal assessment of his actions.

Late in the evening on February 4 a spontaneous protest was held in Terter. The reason for the discontent was the police action, and in particular the death of a resident of the Agdam region Dunyamaliyev in the district police department. His relatives claim that clear signs of torture can be seen on the corpse of the deceased, although the police claim that the victim hanged himself.
Dunyamaliyev was arrested on charges of drug trafficking in January, but they could not prove his guilt.
The news of his death caused a commotion in the town, which was attended by about a hundred people. Relatives and friends of the victim smashed the windows of the district police department, where Dunyamaliyev died.
To contain the protesters, the authorities brought internal troops to the area.
Clashes took place between the security forces and the protesters. There are victims, according to local residents.
However, management of the Terter Police denied reports about the opposition.

On November 15, animal rights activist Kamran Mammadli was detained while staging a protest at the COP29 climate conference. Mammadli was protesting the shooting of street dogs in Azerbaijan. He raised a sign above his head that read: "Azerbaijani authorities are shooting dogs on the streets!" He also shouted: "Resign those who teach youth to be sycophants under the guise of volunteerism!"

On November 15, the Baku Appeals Court heard the complaint filed by Ulvi Hasanli, the director of the Abzas Mediapublication, against Baku's pre-trial detention center -1 detention facility and the Penitentiary Service. The complaint concerns poor conditions of detention, inhumane treatment, and restrictions on Hasanli’s rights while in custody. Representatives from both institutions failed to appear in court.

On November 14, a debate took place in the German Bundestag discussing the "horrific" human rights situation in Azerbaijan and COP29. Following the discussions, members of the Bundestag called on the Azerbaijani authorities to release political prisoners, including Gubad Ibadoglu, Anar Mammadli, Samir Ashurov, and all others detained for political reasons. The debate was initiated by Member of Parliament Frank Schwabe. In his speech, Schwabe emphasized that the COP29 conference was being held in Baku against the backdrop of severe human rights violations.
