With its October 2008 presidential election Azerbaijan largely wasted an opportunity to demonstrate improvements in human rights. Opposition parties boycotted the election, and freedom of assembly and media remained restricted. President Ilham Aliyev was re-elected with 82.6 percent of the vote.    The release of five journalists in December 2007 was a welcome step, but at least five other journalists remain in prison on questionable charges...
