Economist Gubad Ibadoglu Suggests Educational Reform
Baku / 09.10.18 / Turan: The head of the Center for Economic Research and a visiting professor at Rutgers University Gubad Ibadoglu made suggestions to improve the quality of the education system, identify talents, and provide state support.
The initiative includes three proposals addressed to the Ministry of Education and the public of Azerbaijan:
1. Create special groups for the 100 most talented students from among the winners of competitions in computer science and creative children.
Provide each student first with an iPad, and at a later stage with computers version 10.13.02.
As a teaching tool for these children, use the manuals and instructions posted on the Apple Touch Tube websites. Conduct training in collaboration with the companies Apple, Microsoft, Google and international organizations. At the same time provide intensive study of students in the English language.
2. Schools in Baku and cities of republican subordination should be provided with Wi-Fi. Individual email addresses should be opened for students.
Create an online base of textbooks, homework assignments and exercises for secondary schools and ensure access to these resources for educational institutions.
This will allow children to access textbooks and manuals via the Internet and not carry books with them from home to school and back.
3. To ensure payment for education and residence of the students on the part of the state for bachelor's, master's and doctoral studies in educational institutions of the first hundred of the world rankings.
With regard to the mechanism for the implementation of these measures, Ibadoglu believes that the first proposal can be implemented by the Ministry of Education.
The second proposal is more complicated, since it provides for a wide coverage and organization of work of school principals.
The third suggestion is individual. Those enrolled in a university that is in the top 100 of world universities can apply to the Ministry of Education to pay for their studies based on approved rates.
The main problem is in the allocation of funding, because the first year of implementation of these proposals will require 20-25 million dollars, which will grow over the years. However, raising the education of the younger generation is worth it, said Gubad Ibadoglu. -0-
