Residents of the NZS village living in the St. Ashig Gurban, house 19, appealed to Turan, and assured that for more than three months they have been carrying out real combat operations with a detective bias in the yard. According to residents, their house is a three-story building with a small courtyard, there are half-rotten iron booths that no one has used for a long time. They also became a stumbling block between the residents of the house and Mrs. Parvana Novruzova, an internally displaced person from the Zangelan region, who, according to one of the residents of the house, Natalia Iorina, bought a booth and decided to build a building in its place, and then decided to build a beauty salon on the site.
"We have forbidden to do this, although they have already begun the construction of the foundation and brought building material, and construction went on weekends and nights. Builders began to enclose the booth from the inside with a building stone. Novruzova said that the construction was authorized by an employee of the Department of Housing and Communal Services of the Khatami District named Khalig. After the intervention of the police, construction was temporarily suspended. However, after three hours, Parvana reappeared, stating that she would continue construction. We again called the police and Pervana went away. However, the construction material remained there. The entire village has been captured by various developers, there was only our yard, which also is being captured with the help of this woman. According to Novruzova, high-ranking officials stand behind her, so it"s not difficult to put us in prison, or kill us for her. At first, we, the protesters, were about 60 people, but from time to time we began to receive threats and insults. I have already been attacked three times in the presence of police officers, and once in the presence of high-ranking officers of the Executive Branch. The last time I was beaten on November 11 was by three people right in front of the 37th police station, piled on the floor and kicked in the face and chest. Other two men accompanying me were also beaten. Seeing the inaction of the local police, I went to the State Security Service, the General Prosecutor"s Office and the Ministry of Internal Affairs. But since it was Sunday night, no one accepted us. I managed to write a statement only in the Baku Main Police Department, and from there I was taken to the hospital and examined. But the officers at the Interior Ministry claimed that the matter was under the control of Minister Ramil Usubov. We have appealed also to all structures regarding this illegal construction," Yorina noted. The attempts to contact developers were futile.
After hearing the story of Natalia Iorina, we were not surprised at all, there are plenty of such cases in Baku; but there are questions to the government. Who allowed the construction of a private facility on the territory of a residential yard?
A spokesman for the State Committee for Architecture and Urban Planning, Yakhyayev, told Turan that since August 1, 2018, the authority to issue building permits in the administrative territory of Baku was transferred to the State Committee for Architecture and Urban Planning: "Prior to that, the Baku City Executive Power was responsible for issuing such permits. After the transfer of the above powers to our structure, the approach to any appeals and complaints of citizens is very serious, not a single appeal is ignored. It is possible that the residents of this territory applied to the Committee before August 1, when the solution of such issues was not within our competence," the press service official said, stressing that after the residents formally addressed, they would receive an appropriate response. However, Natalya Iorina claims that she was at the State Committee for Architecture and Urban Planning in late August, where she was received, but the Committee did not help.
The press service of the Baku City Executive Power listened attentively to us and advised us to contact the Khatami District Executive Power, just as we twice redirected the residents of the ill-fated house to the same address at St. Ashig Gurban, 19. Despite the official appeal of residents in summer, representatives of the Executive authorities promised to sort out the problem, the promises remained on paper.
However, it should be noted that the district executive authority in Baku has been deprived of the right to issue a building permit and land allocation since 1998, which became the prerogative of the executive authority of the capital.
