Journalist Elchin Hasanov Accused of Hooliganism
Against the journalist and activist Elchin Hasanov a criminal case has been filed under article 221.1 (hooliganism) of the Criminal Code. The corollary is conducted by the General Directorate for Combating Organized Crime (GDCOC) at the Ministry of Internal Affairs. Hasanov himself told Turan.
According to him, this stemmed from the incident a year ago, when he was attacked by the former head of the news agency Asiya Jafar Jafarov, who is now on trial on charges of extortion.
The journalist then appealed to the Ministry of Internal Affairs Service (Room 102). After some time, Jafarov was arrested not on the complaint from Hasanov, but in connection with the facts of extortion.
GDCOC also investigated the incident and the complaint by Hasanov, recognizing him the victim. The court took the case recently, and Jafarov and Hasanov mutually renounced their claims to each other.
However, on March 3 Hasanov was called to GDCOC, where he was charged with disorderly conduct (Article 221.1). They made him sign non-disclosure of the investigation secrecy. In the near future the case will be submitted to the court. Until the case is considered, he will be under a preventive measure of police surveillance. So he was told in GDCOC. On March 4 he will have to visit GDCOC for control again.
Hasanov said that he is being persecuted for his journalistic and opposition activities. Hasanov is the deputy editor of the Sumgait newspaper Yukselish Namine (In the Name of Ascent), which is published only in the Internet version (yukselis.info). https://www.facebook.com/Elcin.Hasanov?fref=ts.
In addition, he is a member of the Supreme Majlis of PFPA and deputy head of the NGO Legal Education of Sumgait Youth.
Hasanov explains the unexpected transfer of his victim status into the status of the accused with his recent publication on Facebook on the sale of canned meat prohibited for sale for the army.
The journalist considers his prosecution, by GDCOC in particular, as wrongful, as the incriminated article does not apply to serious or organized crime. -06B-

Baku, often called the "Caucasian Dubai," is increasingly known for systematic violations of residents' housing rights. During urban renovations and the construction of elegant new buildings, thousands of families in Azerbaijan’s capital have been unlawfully deprived of their homes. Many, recognizing the futility of resistance, settle for inadequate monetary compensation for their irreplaceable property. A minority, placing faith in the Housing Code, demand fair compensation from construction companies but often lose everything—both their homes and any form of recompense.
