Official newspapers write about Ilham Aliyev’s receptions.
The main topic of the non-governmental press is the increasing number of suicides and the imminent pardon.
The Azadlig publishes an article in which the author states that the number of suicides due to debts exceeds the number of those killed at the front. The author asserts that the matter is the policy of the authorities, for which it should be a signal.
In most cases, the cause of suicide is a high bank interest on loans. The author believes that the authorities have to make concessions and reduce these interests.
The Yeni Musavat acquaints readers with the views of human rights defenders and members of the Pardon Commission in anticipation of the pardon decree on the eve of Novruz.
The author considers high the chances of pardon for NIDA members, Hilal Mamedov, Ilgar Mamedov, Tofig Yagublu, the former minister Ali Insanov, and Nemat Panahli.
The members of the Pardon Commission note that they make advisory decisions in respect of each candidate for a pardon. Who will be pardoned specifically is only decided by the President of the country.
The human rights activist Mirvari Gahramanli considers that the Commission only prepares the lists. Political maneuvers in connection with the pardon are likely. In any case, if there is no pressure from inside and outside, then the widely expected pardon will not take place, the human rights activist says.

As part of the struggle against illegal migration in Baku city, operative actions were carried out at different addresses. The Interior Ministry reports that employees of the Department for Combating Illegal Migration identified and detained 34 foreigners without documents giving the right to reside and stay on the territory of Azerbaijan.

On July 25, the Azerbaijani Ministry of Defense accused Armenia of "provoking" by deploying heavy weapons in Kalbajar and quadcopters in the Tovuz direction. The ministry also expressed dissatisfaction and concern over Armenia's military cooperation with Western countries.

During the operation of the Main Drug Control Department of the Ministry of Internal Affairs, 5 members of an organized group engaged in drug trafficking were detained. All of them have previous convictions: Bahlul Ismayilov, Royal Aliyev, Khayal Aliyev, Samir Aghayev, and Ali Mammadli.
