State Can Provide All War Invalids with Apartments - Expert
Baku / 02.10.19 / Turan: The Azerbaijani state has the resources to provide all families of martyrs and invalids of the Karabakh war with housing, the economist Gubad Ibadoglu believes, commenting on the recent conflict between SOCAR and war invalids over land on the outskirts of Baku.
According to him, in 2013 in Azerbaijan there were 13,628 martyr families and 111,306 disabled people of the Karabakh war, of which 886 were the first group.
In 2019, a presidential decree allocated 35 million manat for the construction of apartments for families of martyrs and disabled people.
According to the data for the first half of 2019, of this category, 6,764 apartments were issued, which means that only half of them are provided with housing.
The expert believes that housing construction can be financed from 300 million manats of the Presidential Reserve Fund, out of 6 billion manats provided for in the state budget for investments and resources of the Oil Fund.
In turn, MP Fazil Mustafa noted that the Milli Majlis adopted the necessary laws to provide apartments for martyrs and invalids of the Karabakh war.
"The President signed decrees on providing these social groups with apartments and declared the need for urgent resolution of these issues. It remains to fulfill them and the relevant structures must fulfill their obligations," he said.
The press service of the Ministry of Labor, in turn, reported that only last month 64 families of Karabakh war invalids and martyrs' families were provided with apartments.
"Last year, as part of the housing program for this category, 626 apartments and individual houses were provided. This is three times more than planned. This year, 800 apartments and individual houses will be allocated for this category of people," the press service said. -21C-

Baku, often called the "Caucasian Dubai," is increasingly known for systematic violations of residents' housing rights. During urban renovations and the construction of elegant new buildings, thousands of families in Azerbaijan’s capital have been unlawfully deprived of their homes. Many, recognizing the futility of resistance, settle for inadequate monetary compensation for their irreplaceable property. A minority, placing faith in the Housing Code, demand fair compensation from construction companies but often lose everything—both their homes and any form of recompense.
