The conflict the citizens has risen to the level of the Presidential Administration
Baku/06.02.18/Turan: On February 6 at 17.00 about ten residents of one-storey houses in Nasimi district of Baku, representing the interests of 130 families living in the quarter at the intersection of the street Yusifbeili, Azadlig Avenue, Abbas Sayid and Khan Shushinsky Street, came to the Presidential Administration with a complaint against the head of the Nasimi district.
Citizens believe that the district leadership is in criminal conspiracy with the construction company Gloria Palace, which received from the district the right to demolish the block in the framework of the "Pilot Project" in accordance with the 86th resolution of the Cabinet of Ministers.
Residents of the quarter do not trust this construction company, not finding in its statutory documents sufficient funds for the construction of a multi-storey residential building in which owners of destroyed houses will receive apartments. The company's management promises to allocate apartments with an area of 10% more than rented, but residents, firstly, do not agree with the terms of this company, and secondly, they are afraid that the company will deceive them, and the owners of the destroyed houses will become homeless. Citizens say that other companies started construction work next to their block, promising citizens a new living space of 40% more than the former, from which citizens left.
Three representatives were received by a staff member of the presidential administration who listened to citizens and appointed a meeting with the head of the Department for Work with Regional Government and Local Government Administration of the Presidential Administration of the Republic of Azerbaijan, Zeynal Naghaliyev, on February 12.
Answering the questions of Turan, the participant of the event Matanat Abdurahmanova said that at the meeting with the employee of the Apparatus the citizens stated they did not want to communicate with the leadership of Nasimi district and the curator of this district in the Presidential Administration Tagy Aliyev. Previous meetings with these officials were unsuccessful, citizens consider themselves deceived. During the year, during which the residents talked about these officials about 20 times, a woman died from nervous tension in the neighborhood, and in the last few days a construction machinery is near the block ready to demolish the homes of disgruntled citizens.
"We are surrounded by apartment buildings burned by builders whose owners are forced to accept the illegal demands of developers, we live in a minefield. "Demands the cessation of blatant lawlessness," resident Babek Adgezalov added.
"On the eve of presidential elections, the leadership of the Nasimi district intentionally bring the people against the president. Our constitutional rights are not protected, we are ready for the most determined actions so as not to be deceived by the developer and not to be in the streets homeless. We require to terminate the contractual relations between the Nasimi district Executive Power and Gloria Palase, which does not cause our trust," M.Abdurahmanova explained. -0--

Baku, often called the "Caucasian Dubai," is increasingly known for systematic violations of residents' housing rights. During urban renovations and the construction of elegant new buildings, thousands of families in Azerbaijan’s capital have been unlawfully deprived of their homes. Many, recognizing the futility of resistance, settle for inadequate monetary compensation for their irreplaceable property. A minority, placing faith in the Housing Code, demand fair compensation from construction companies but often lose everything—both their homes and any form of recompense.
