The European Union called Baku to respect property rights
EU is monitoring the situation in Azerbaijan in violation of human rights. This was said in response from the representative of European Commissioner Stefan Fule to the director of the Institute for Peace and Democracy (IPD) Leila Yunus.
As Turan was told in IPD, Feb. 18 a letter was sent to Fule on massive violations of property rights in Baku and Baku Mayor's Office failure to fulfill the decisions of courts, and the likelihood of mass violations of law and the rights of citizens in the area of ??the former Sovetskaya Street.
The response from the EU signed by the head of department for Russia, Eastern Partnership, Central Asia and the OSCE Dirk Schuebel said:
"The EU is closely monitoring the situation with claims against the facts of forced evictions and demolitions in Azerbaijan. So, during a recent meeting of the Azerbaijan-EU Subcommittee for human rights and democracy, held 3-4 February 2014, the EU urged the Azerbaijani authorities to take immediate measures against demolition and eviction facts.
We also called on the Azerbaijani authorities to take measures to pay adequate compensation for those who lost property as a result of the judgment, as well as ensuring transparent proceedings under national laws and international obligations undertaken by the Government of Azerbaijan," the response said.
IPD has sent a second letter to the Commissioner Fule to organize EU hearings on mass violations of property rights in Azerbaijan with participation of representatives of the civil society of AR and international human rights organizations to monitor violations of property rights in Baku. According to IPD, in 2008-2012 more than 60,000 people in Baku had been unlawfully deprived of property, but by 2014, 80,000 citizens are threatened with demolition of their homes.
IPD is concerned that further massive violation of property rights of citizens could lead to confrontation in Baku. -06D-

In 2017, the Sumgayit City Court ruled to evict the Aliyev family—refugees from Gubadli (Akper, Sarvinaz, Ramil, and two other family members)—from an illegally occupied apartment in the 12th microdistrict, Building 7A, Apartment 35. The court ordered the property be returned to its rightful owner, Samaya Aliyeva. However, the Ministry of Justice intervened, citing a presidential decree from July 1, 2004, which approved a state program for improving the living and working conditions of refugees. Under this directive, refugees without alternative housing cannot be evicted until they are provided with a replacement residence by the Executive Authority.
