The Ministry of Communications responded to Turan's request three weeks later
Baku/14.06.17/Turan: The Ministry of Transport, Communications and High Technologies responded three weeks later to a letter from the director of the agency Turan with a request to clarify the reasons for blocking communication via free instant messengers Skype, WhatsApp during the 4th Islamic solidarity games in Baku. The first Deputy Minister Ali Abdullayev answered the letter of May 24, although according to the law, 7 working days are allotted for it.
The letter stated that after the beginning of the Islamic games began troubles in the audio and video communications, and in particular the quality of international traffic deteriorated. The appeal of Turan included the following questions: Did the ministry notice a deterioration in quality over Skype, WhatsApp?
Did the ministry or any other structure was involved in the blocking of communication via Skype and WhatsApp? Have there been complaints about the deterioration of the quality of communication over Skype, WhatsApp?
What measures does the Ministry take to eliminate technical problems and improve the quality of communication through these messengers?
The Ministry of Communications said that due to the application of restrictions within the framework of the security measures at the Islamic Games, there were temporary difficulties in using visual and voice on-line communication programs in the provision of telecommunications services (Skype, WhatsApp, Viber, etc.).
So, among the preventive measures carried out at that time, work was done on setting up the network.
At present, the work on the technical update has been fully completed and the capacity of citizens to use these communication programs for local and international relations has been restored.
The Ministry notes that on June 3, the public was informed on this issue.
Despite the fact that the Ministry of Communications and High Technologies ordered the Azerbaijani President to be transformed into the Ministry of Transport, Communications and High Technologies on the official letter head of the department and a letter signed by the deputy minister, it is still indicated by the old name. -06D-

In 2017, the Sumgayit City Court ruled to evict the Aliyev family—refugees from Gubadli (Akper, Sarvinaz, Ramil, and two other family members)—from an illegally occupied apartment in the 12th microdistrict, Building 7A, Apartment 35. The court ordered the property be returned to its rightful owner, Samaya Aliyeva. However, the Ministry of Justice intervened, citing a presidential decree from July 1, 2004, which approved a state program for improving the living and working conditions of refugees. Under this directive, refugees without alternative housing cannot be evicted until they are provided with a replacement residence by the Executive Authority.
