The state has enough resources to pay child benefits - Gubad Ibadoglu
Baku/06.04.21/Turan: The Azerbaijani state is able to pay child benefits, there simply must be a desire for this, stated the head of the Movement for Democracy and Prosperity Gubad Ibadoglu in an interview with the "Difficult Question" program of Turan agency in the April 6 issue.
According to Ibadoglu, non-payment of child benefits means the state's unwillingness to fulfill its constitutional and social obligations. This also testifies to the failure of the authorities to comply with the provisions of the Convention on the Rights of the Child, to which Azerbaijan is also a party.
The scientist added that since January 01, 2020, 401,249 children have received targeted social assistance in Azerbaijan, which means a monthly payment of 118.4 manats for each child.
Ibadoglu emphasizes that as of January 01, 2020, there are 2 million 636 thousand children aged 0-17 years in Azerbaijan. Of these, more than 400 thousand people receive targeted social assistance.
If the remaining 2 million children will be paid 100 manats a month, then 2 billion manats will be required per year.
“In my opinion, this is uplifting amount for the Azerbaijani state. Most of the budget funds are invested in investments, construction and servicing external debt. At the same time, 70% of the funds invested in construction are illegally appropriated, because there is no control from civil society and parliament over the activities of the executive branch. The amount of tax revenues to the budget is also unknown. If you seriously want to, you can find enough funds to pay benefits,” Ibadoglu said. -05D06-
