Osman Gunduz: Relevant Structures Should Conduct Audit of OJSC Azerishig
Baku / 15.08.18 / Turan: The head of the Multimedia Center Osman Gunduz made some proposals regarding the audit of Azerishig OJSC.
On his Facebook page, Gunduz noted that in his opinion, Azerishig is not interested in conducting an audit of the power grid and information system.
"If they do not want to, then I think that the relevant state structures should express their attitude towards this, since Azerishig is a natural monopolist," he wrote.
Gunduz noted that all procedures related to the sale of electricity, devices that measure costs, transfer of information and calculations are under the control of this organization.
In his opinion, given the numerous complaints from customers about the big difference between notices about the customers" debt and the real expenses of electricity, the relevant structures should conduct an audit of this company.
"Independent experts and international structures should be involved in this process. If the law does not provide for the possibility of compulsory audit, then the legislative base should be updated urgently. "
He believes that it is necessary to audit the operation of the information network between central servers and electricity meters.
In addition, Gunduz proposes the Ombudsman to conduct an investigation in connection with the numerous complaints and take measures to protect the rights of consumers, and OJSC Azerishig to create the opportunity for customers to enter the information of their counter via the Internet and remotely control it.
"It would be useful to form a Public Council for effective control over Azerishig OJSC. The company must re-form its Internet resource, make it accessible to users of mobile technologies, make public all information of public significance and ensure transparency."
Recall that Turan already wrote that last Saturday Azerishig OJSC invited journalists and the multimedia expert Osman Gunduz to dissuade the public from the widespread opinion about the fraud in calculating the debt of customers for the used electricity. For July, when there was abnormal heat in Azerbaijan, customers received bills with double-triple excess of the payment amount. Particularly outraging is the fact that high electricity bills came even to those who spent the whole of July or part of the month not in their urban apartments.
Representatives of the company cited known facts of high energy consumption by domestic air conditioners and refrigerators during hours when the air temperature is especially high.
Osman Gunduz is pleased with the fact that Azerishig is ready to communicate with the public and clarify emerging issues. But the fact is that, no one of the really urgent issue of the society was answered by the company"s representatives. The guests were not introduced to the central server, the billing system, and other technical issues important for clarifying the problem. Representatives of the company did not prove that the meter readings are not overstated artificially from a single center. Moreover, it turned out that "smart" electronic meters can be controlled from the computer center of the OJSC, change the amount of payment, and stop the supply of electricity.
