Recommendations for addressing intractable registration of real estate
NGO to fight corruption, "Transparency Azerbaijan" held in Baku a "round table" with the participation of government and civil society organizations on the topic of real estate registration intractable. According to various estimates, the country has between 500 000 and 600 000 residential and commercial premises, as well as about 600 apartment buildings without property rights.
Despite the measures taken, the problem of mismatched buildings does not lose its relevance, said Executive Director of "Transparency Azerbaijan" Rena Safaralieva. In 2014-2015 it was approved by the list of required documents by which users can own housing. Only in 2015 about 30,000 owners took advantage of this opportunity.
Deputy Chairman of the State Real Estate Registration Service (SRERS) under the State Committee on Property, Elshad Mammadov, noted that the squatter problem cannot be solved only by administrative order as a massive legalization of such buildings may lead to a new wave of violations of legislation in the field of construction activity. Therefore, the government is deciding it step by step. However, to completely eradicate this problem can empower people to improve their living conditions, a simplification of the purchase of land plots, as well as tightening of administrative and other penalties, said a representative of SRERS.
"With the assistance of the World Bank and the participation of international consultants has been prepared a recommendation document on the resolution of illegal buildings in Azerbaijan," said Mamedov.
In March 2011, President Ilham Aliyev instructed the Executive power of Baku to prepare proposals to address the problem of illegal buildings. However, there are not effective steps in this direction, said Hafiz Hasanov, the expert of the NGO "Transparency Azerbaijan". He read the recommendations for the resolution of intractable problems of real estate prepared on the basis of a situation analysis.
