Suspicious Purchases at MIA
Recently the Supply Administration of the Ministry of the Interior has concluded nine agreements on the implementation of repairs of office buildings and temporary cells in 26 regional departments and police stations. Three contracts totaling 263,000 manat were awarded to three companies which were established by the same person.
According to the State Procurement Agency, through a competitive public procurement for 10 months, the total value of the contracts for the repair of the said buildings was 839,000 manat. Renovation of the buildings of the police departments in the city of Shirvan and the Shabran, Siyazan, Khachmas, Bilasuvar, Salyan and Gusar districts, as well as three police stations in the Gusar region will be implemented by the companies Luna Project, Resource Project and Promoks Form. These companies were established this year and are owned by Fargan Etibar Oglu Jafarli. The name of these companies have not been met anywhere except the procurement supply management of MIA. This year, these companies not known for their financial and human resources have become contractors for three more repairs totaling 116,989 manat.
Note that according to the State Register of Commercial Bodies, the name Fargan Jafarli is at least at 100 companies. They do not become winners by transparent methods of public procurement. For example, another newly formed company of F. Jafarli, Ltd. Platan Group, was declared the winner of the procurement of furniture (48 140 manat) for the Heydar Aliyev Center in Baku.
Public procurement through front companies in Azerbaijan is a common practice. After completing their "mission" these companies are eliminated. Turan IA covers these illegal purchases. However, the police do not respond to them. ----08B
