Parliament agreed to the responsibility of the officials to the public

At a meeting on Friday, parliament passed its first reading of the draft law "On public participation."

The bill has been debated by local institutions of civil society for one and a half years and is part of the obligation of official Baku to international organizations. The purpose of the document is to activate the democratic process, the direct participation of citizens in public administration, public control of the executive authorities and municipalities.

According to the co-author of the bill, the head of the Foundation Investigation "Constitution" Alimamedov Nureyev, Azerbaijani society historically, anyway, is in the grip of totalitarian regimes, and you can activate it, "soft", but mandatory measures such as enabling laws. With the adoption of legislative acts related to public activity, you need a well-oiled mechanism to monitor their implementation. With the entry into force of a separate law, the role of the public in decision-making will increase, he said.

Typically, in countries such as Azerbaijan, laws alone do not work. According to Professor Ibadoglu, dozens of similar acts are still made, but because of the lack of regulatory oversight, they are "stillborn". One of the features of post-Soviet societies is that their political elite are still not interested in the activity of the population.
