"Public Chamber" begins struggle for democratic presidential elections

 

 Debates of the Public Chamber in the office of party "Musavat" were devoted to the ensuring democratic presidential elections in Azerbaijan in October 2013.  The discussions were about the improvement of electoral legislation.

    Panelists noted that the current electoral law does not allow holding fair, free and democratic elections.
    In addition, there is not political atmosphere for the election, freedom of assembly, expression and the press.
    According to Hafiz Hasanov, the expert in the field of elections, the basis of all the problems in the country is undemocratic elections. Until there are fair elections and legitimate power structure, problems of democracy will not be resolved.
    It was also noted that since 2005, the government increasingly tightens electoral laws. The biggest criticism causes the makeup of the election commissions, which are actually under the control of the ruling party.
    There are problems with the registration of candidates. In particular, very often undesirable authorities are not registered. The campaign period will be reduced up to 28 days. At the same time, independent monitoring of elections monitoring agencies is prevented. 
    The expert groups investigating the irregularities in the elections, under the CEC are biased. The participants suggested the need to change the makeup of election commissions, to improve the registration of candidates, to ensure prompt and fair consideration of complaints.
    In order to develop specific proposals, it was decided to establish a working group with representatives of political parties, civil society and independent experts.
    The necessity of strengthening cooperation in this direction with the ODIHR and the Venice Commission of the Council of Europe was noted. It was decided to send to these structures the draft amendments to the Electoral Code developed by the opposition parties, which was ignored by the Parliament of Azerbaijan.
    In addition, the opposition is going to expand efforts to put pressure on the authorities of the country, the government implement these measures. The panelists also noted the necessity   of displaying the sequence of the OSCE and the CE in the question of elections.
    Thus, over the last 10 years the OSCE has not controlled the execution by Azerbaijan its recommendations on the elections. -05C06-
