Media Review - December 10, 2018

The essence of the Electronic Government, the situation in the banking system, the departure of Gurban Gurbanov from the post of head coach of the national football team, and the problem of rice production in Azerbaijan are the topics of today's media.

The newspaper Azerbaijan writes about the essence of "electronic government". The author writes that the creation of this structure is one of the factors for the development of democratic values. This makes it possible to save time, avoid bureaucratic obstacles, and reduce direct communication with officials.

The decrees on the creation of e-government were signed by President Ilham Aliyev in 2011 and 2012. Currently, the "electronic government" operates an electronic service for 39 names in the Ministry of Communications, 7 in the Central Election Committee, 65 in the Ministry of Taxes, 14 in the State Customs Committee, 24 in the Ministry of Justice, 31 in the Ministry of Health, 18 in the Ministry of Environment, 17 in the State Marine Administration, 22 in the Ministry of Agriculture, 35 in the State Property Committee, and 11 in the Migration Service.

The website Moderator.az writes about the situation in the banking sector, noting that the decision was postponed to 2019. Expert Akram Hasanov claims that in 2018 none of the serious banking problems were resolved. The only positive point is the stability of the manat.

The expert called the year 2018 stagnant for banks, while loans continue to be their main problem. In his opinion, the lack of solidarity in the structures responsible for the banking system negatively affects the solution of problems, and there is also no corresponding plan for solving them. In 2019, it is necessary to decide whether or not to extend the law on full deposit insurance.

The website Azadliq.info writes about the situation in agriculture, discussing it with expert Vahid Maharramli. In particular, 5.5 tons of rice is produced in Azerbaijan, which is 1.7% of the total demand. According to the expert, over the past 18 years, rice production has sharply decreased in the country. The production of tea has also decreased - three times as compared with the 1990s and 10 times as compared with the period 30 years ago.
