Media Review - January 21, 2019

The ceremony commemorating the victims of January 20, the expectations from structural changes, and the delay in the process of accession to the WTO are the leading topics of today's media.

The newspaper Azerbaijan publishes an article dedicated to the 29th anniversary of the 20 January events. The article states that at the expense of the state budget the families of martyrs and invalids of January 20 were provided with apartments. On January 20th, the invalids also received a presidential pension.

The website Modern.az discusses with MP Ali Masimli the last reforms of President Ilham Aliyev in the management system, recalling the decree signed by the head of state on January 14 to improve state administration.

According to the decree, several structures were liquidated, and some were newly formed. According to the MP, it is the outdated management system that hinders the rapid development of the country, and the administrative apparatus is too bloated.

In 2019, the total cost of public services reached 3.9 billion manat.

The newspaper Yeni Musavat writes about the protracted process of Azerbaijan"s accession to the WTO. This issue has been discussed since 1997, that is, for 22 years.

Azerbaijan conducts bilateral negotiations with the 21st state, but only five of them (Turkey, Oman, the United Arab Emirates, Georgia and Kyrgyzstan) have completed the protocols of bilateral negotiations.

Expert Vugar Bayramov notes that the question of in what status the country will be admitted to the WTO is controversial.

Azerbaijan wants the status of a developing country, and the WTO accepts it as a developed country. In the first case, the terms of acceptance are easier. Another point is related to the subsidy to the agricultural sector.

Azerbaijan claims for a "green basket", which means a subsidy of 10% of the products produced in this sector. The WTO offers Azerbaijan a "yellow basket," which means 5%. The expert believes that now is the time to address the issue of joining the WTO.
