The Center for Legal Expertise is being created on the basis of the Institute of Human Rights
Baku/19.05.22/Turan: By the decree of the head of state, a Center for Legal Expertise and Legislative Initiatives is being created on the basis of the Institute of Law and Human Rights of the National Academy of Sciences.
The new structure, being a public legal entity, is designed to help increase the knowledge and competence of employees of state bodies, improve legal expertise and legal reforms in Azerbaijan.
The management and control over the activities of the Center will be carried out by the Supervisory Board of five people, including the chairman. Current management will be carried out by the Executive Director appointed by the Supervisory Board.
The expenses for the maintenance and operation of the Center are financed from the state budget and other sources not prohibited by law.
The Cabinet of Ministers, the Ministry of Economy and the Ministry of Finance were instructed to resolve organizational and financial issues for the activities of the Center. -02D-

In late December, the Nakhchivan Court for Serious Crimes concluded the trial of former Minister of Finance of the Nakhchivan Autonomous Republic (NAR), Rafael Aliyev, and former head of the Nakhchivan Customs Committee’s department, Mansur Askerov. Both were accused of embezzling state budget funds in collusion with others. In his testimony, Askerov revealed that illegal fees were being collected for cargo and from passengers. Sahat Habibbeyli, appointed head of Nakhchivan Customs in 2020, had instructed Askerov to include only a portion of the collected funds in the Transport and International Relations (TIR) program.

The "Republican Alternative" Party (REAL) has proposed a program to reform local governance ahead of the municipal elections on January 29, aiming to expand opportunities for economic activity at the municipal level. The new program has been developed with consideration of the existing economic problems in the country. The government of Azerbaijan seeks to obtain external loans for its projects, the economic feasibility of which raises doubts.
