N.Panahly: the public must know the truth about the jail N17
Nemat Panahli serving his term in jail N 17, made a public appeal in connection with the iniquities in the system of the Prison Service. He notes that since his detention in 2010, he has often expressed dissatisfaction with the situation in jail due to violations and lawlessness. For this reason he is under constant pressure and abuse from management.
Panahli writes that even in prison in Baku, head of the jail, Elkhan Sadigov, placed with him a prisoner who had threatened to kill him. Now that person working a commandant in the second building of the jail N17, says Panahli.
He also told about the events of December 6, accompanied by "complete lawlessness." It all began with a protest a prisoner Anar Massimov, who expressed dissatisfaction with noise produced by prisoners in the barracks, the henchmen of the colony. There were 10 days lest for Anar’s release. In response to the protests Anar was abused, but there was no fighting or conflict occurred. Half an hour after that, an information was spread that troops will be deployed in jail in the morning and all will be beaten, perhaps even deaths.
Henchmen of the jail’s leadership incited the prisoners to resist, calling to break the beds, and use them against the soldiers.
Nemat Panahli immediately said that it was a provocation and asked the prisoners not to resist.
In the morning on December 6 Interior troops were introduced in the colony were introduced. All the prisoners were lined up. Anyone whose name was called, had come forward. People in masks approached tem and without explanation, began to beat tem. The beaten prisoners did not have any relation to the evening incident. They were those who complained about the prison.
Nemat Panahli condemned beating of prisoners, and or that he was sent to a punishment cell. "Within 2-3 hours the prisoners were beaten, they were forced to imitate various animals mocked on them, insulted, and then laughed," the statement says.
In protest against this Panahli went on a hunger strike, and was sent to a punishment cell for five days. His detention was extended for five days, after that he refused to stop his hunger strike.
Nemat Panahli accuses the head of prison № 17 ,Arif Mirzoev, for giving a false information that Nemat Panahli stopped a hunger strike. In this regard, Panahli demanded a meeting with the Chairman of the Committee against Torture, Elchin Behbudov.
"I understand the responsibility and consequences of what would happen after the appearance of my treatment in the press, and all will know the truth about jail № 17.
I know that I risk my life," writes Panahli. He also reminded that in summer a colony prisoner appealed the Ombudsman Suleymanova, later he was killed. -04D-
