Local Executive Power to Regulate Passenger Flows in Gandja
The Road Passenger Traffic Department has been created at the Gandja City Executive Power.
Gandja has become the third city, where regulation of urban road traffic has been entrusted to the local executive authority. It was previously arranged by the State Road Transport Department at the Ministry of Transport. The transfer of this authority to the executive power was first undertaken in the cities of Sumgait and Baku.
So far, the executive authorities of Sumgait and Baku have not reported to the public on the steps taken. In Sumgait the road transport is completely in the hands of private entrepreneurs. In Baku, in addition to a dozen businesses and individuals, passenger bus services are provided by two state-run carriers. One of them (Ltd. Organization for Passenger and Freight Transportation) is under the jurisdiction of the Ministry of Transport, while the other (LLC Baku Bus) is under the jurisdiction of the Executive Power of Baku.
In Azerbaijan municipalities are not legally endowed with special powers for local government. Experts regard them just as an appendage to the local executive authorities. --08D
