The Government Not Interested in Participating in the Formation of GDP with the Society
July 9, at the Park Inn there was a conference of the National Budget Group, dedicated to cooperation between civil society and government in the formation of public budget. The event is organized within the framework of a two-year project "Your Money - Your Future" with the financial assistance of the European Union and the Organization Oxfam (UK).
According to the program manager of the EU Delegation to Azerbaijan Olaf Heidelbach, the interaction of government and society in the control of the national budget is an important component of long-term development, and this is one of the main points of the Eastern Partnership. He noted the efforts of the country's formal recognition of obligations, including the approval of the head of state "of the National Plan of Action to Promote Open Government for 2012-2015."
Founder of the Center for Economic Research Gubad Ibadoglu believes the government responsible for the situation - it must be accountable to the public, in fact, the citizens asked him to reveal at least part of the income and expenditure of the GDP. The State Oil Fund - the most open in terms of organization, the controlling part of the "national cake." Published annually is the general report on mining industry, and reports on important investments. Other administrators, including the state oil company, the overall figures hide even from the public. The Ministry of Finance is preparing a budget for next year and the figures on the performance of last year's budget in the atmosphere stealth - the Parliament is given a few days to discuss and approve the budget execution in 2012 was generally given half an hour.
The Government of Azerbaijan every year loses points in the international ranking of transparency (Open budget survey) - if in 2010 it with 43 points out of a possible 100 was a 52-site, on the basis of 2012 on account of his 42 points and 58 among the 100 participants.
According to the doctor of economic sciences, for convergence of society and government is necessary to remove the existing barriers, among which the most important is the monopoly of power in decision making. In addition, there is an obstacle to citizens' access to public financial information, low level of awareness, non-permanent dialogue between the authorities and civil society due to lack of interest of the government. Also noteworthy is the lack of experience in the application of technology for public participation in decision-making, Ibadoglu said. - 17D-
