By the time the public authorities, municipalities, the private sector and citizens can use the current addressing system, the document says.

The transition to a new addressing system consists of three stages. In the first stage, with the financial support of the Governments of Norway and the Republic of Korea Information System address register of Azerbaijan (ISAR). Contrary to the principles of openness of information and public registers, users do not have access to this system. Experts believe that in the period of parallel circulation operations and to implement targeted system openness ISAR is required.
