Organized criminal groups were in the Interior Ministry - says a new video by Elshad Abdullayev
, A new video has spread on the Internet from the former head of the International University, Elshad Abdullayev. The theme of the video is the same as before - the fate of his kidnapped brother - MNS officer, Mahir.
The novelty of this material is the fact that the kidnappers appeared and didn’t hide the fact of negotiations on the fate of the kidnapped person. This entrepreneur, named Arzu Kazimov, is now under arrest on charges of involvement in a criminal offence.
Kazimov confirmed that he had received the money and handed it over in order to release Mahir Abdullayev, but can not do anything to speed the process. He also stated that the funds were transferred to the first deputy interior minister, Zahid Dunyamalyev, but little depends on him, and they have to wait.
All this talk angers the father-in-law of the kidnapped victim, Shamil Shahmamedov ( for many years the head of AzerTAC). He is perturbed and says he sold a cottage to raise the money to have the hostage released, and he still does not even know whether Mr Mahir is alive or not.
Like the previous video, it was filmed in the office of Elshad Abdullayev, seven months after the abduction, which took place May 14, 2004.
The former Rector argues that this video confirms the presence of organized crime groups in the Interior Ministry, and that Arzu Kazimov was their representative in the negotiations.
Recall that one of the organized criminal groups in the Ministry of Internal Affairs was led by Colonel Haji Mammadov. This group were involved in murder and kidnapping for more than 10 years. After exposure, it was discovered that the Chief of the Criminal Investigation Department and several other senior officers were involved in these crimes.
Despite all these scandals, the Interior Minister, Ramil Usubov, remains unsinkable.
It is noteworthy that when the scandal involving Haji Mamedov broke, (2005) Minister Usubov made a surprise appearance on one of the TV channels and declared that a number of dangerous criminals had been released on the orders of Heydar Aliyev. This audacious declaration was seen by many as a warning from Usubov that he will not remain silent and will not allow anyone to write off their sins by accusing him of them.

According to a report by Turan correspondent, the discussions took place behind closed doors and lasted for over an hour. No statements were made to the press following the meeting.
