Buzovna
Baku/02.08.22/Turan: Another illegal connection to communications transporting drinking water was revealed in the dacha area of the Buzovna village.
Almost 25 inches in the plumbing system was carried out at once for 60 houses. Illegal connection was revealed by local residents - subscribers of Azersu. It should be noted that attempts to connect in the same place were carried out three times. And each time Azersu OJSC was notified about this. But neither Azersu, nor the police, nor local authorities, "did not notice" the illegal actions, and did not take any measures to prevent illegal actions and bring the perpetrators to justice.
Beybala Abdullayev, a representative of the Azersu branch of the Khazar district, told Turan that after a complaint from citizens, it was established that 25 houses were connected illegally and the fraudster who made the illegal connection took 300 manats from each yard. He also said that an act was drawn up on this crime and sent to the police. However, Abdullayev refused to give the name of the fraudster, advising him to contact the 2nd police department of the Khazar region. The Ministry of Internal Affairs told Turan that there were no complaints from Azersu about this fact.
Later, one of the deceived citizens contacted Turan. “Money for connection to the water supply was collected from 60 houses and the amounts ranged from 600 to 900 manats from each homeowner.” That is, the talk is about 50,000 or more manats.
A number of deceived citizens told Turan that they nevertheless applied to the 2nd police department with a complaint. It is not known whether Azersu contacted the police?
If to look at the situation from the point of view of the logic of the law, and the regulations governing the actions of state bodies in such a situation, it seems that Azersu, the police and local executive and municipal authorities are involved in the illegal connection to the water supply.
The problem of water supply of Buzovna with drinking water has been acute for a long time - since the 70s. As a result of the information struggle of the Turan agency in 2017, it was possible to bring water to apartment buildings and partially to private houses in the village.
The state allocated about 122 million manats to create a water supply and sewerage system in Buzovna and other Absheron settlements, but about 3 million mantas were spent. Where the rest of the money went is unknown. Azersu claimed that he did not receive these funds. During consultations between Azersu and Turan, representatives of the water company reported that the water pipeline supplying Buzovna is insufficient and unable to meet the needs. The issue of laying a second water pipeline is being resolved, after which all houses will be provided with water.
It should be noted that Azersu created a system of water pipes and provided water to the houses of the illegal construction of the former agrarian farm “Buzovna”, which was under the jurisdiction of the Presidential Administration. Since 2004, thousands of hectares of land have been sold under false documents at a price of $2.5 thousand per 10 acres. Olive and almond groves were cut down. Turan then signaled this. The director of the agency was offered two plots of land and $5,000 to keep the agency from covering the subject, but he refused the bribe. The management of the enterprise and brokers were detained by the Ministry of National Security and after some time were released, continuing the sale of land. Until recently, the houses built on these lands were not issued certificates of state registration, but water was supplied to all these houses. But it never reached the natives of the village of Buzovna, for whom the state allocated 122 million manats.—0—
