When discussing the question of the Sarsang water reservoir on Thursday at the Committee on Social Policy of the PACE there was conflict between the speaker Milica Markovic and Armenian MPs. Markovic accused Armenia and Nagorno Karabakh of preventing her visit to prepare a report. "If it continues, and until October 31 I will not be able to visit Armenia and Nagorno Karabakh, I will prepare a report without visiting Armenia and Nagorno Karabakh," she said.
In response, Armenian MP Vahan Babayan said that Armenia did not deny the visit of the Rapporteur. "We just said that we can organize a visit in November. The fact that Markovic has not yet been able to visit the Sarsang reservoir is due to a reluctance of the speaker to appeal to the NKR authorities for permission to visit Nagorno-Karabakh", he said. However, Markovic said that Nagorno-Karabakh is unrecognized republic, and she will not appeal to them . Rapporteur on Sarsang water reservoir was appointed at the insistence of Azerbaijan in 2014 to investigate the use of this facility.
The Sarsang reservoir was built in the early 80s at the territory of the Mardakert region of Nagorno-Karabakh to irrigate lowlands of Karabakh. Total volume of the reservoir is 560 million m3, useful volume of 500 million m3, and the dead volume is 60 million m3. The length of the reservoir at the normal filling is 11.75 km, width - 1.75 km, the depth of water in the normal level is 103 m.
The height of the dam reaches 125 meters. There is also hydroelectric capacity of 50 MW. In Soviet times, Azerbaijan used the water of Sarsang, but after the Karabakh conflict, the Armenian side stopped to let the water in the direction of Azerbaijan in the period of irrigation.
