Ministry of Education does not assume responsibility for the student protests
The Ministry of Education finally expressed and explained in connection with the new rules on academic debts.
In a post on the ministry's website it is said that the Bologna process has been applied since 2005 in Azerbaijan in order to adapt the European credit system.
The introduction of this system began to 2006-2007. It is staged at several universities.
With a view to mutual recognition of diplomas, the Cabinet in December 2013 approved the rules for the organization of training on the credit system on the undergraduate and graduate levels.
The rules eliminate orders on expelling students not passing exams.
However, if a student in a timely manner is not gaining the required number of credits, then in the next academic year he does not fully cover the educational program of the previous year, and pays for re-training in the subjects of the loan.
The Ministry believes that because "incorrect explanation of the new rules sometimes can become a cause of discontent."
However, the Ministry has accused some universities of not fulfilling the instruction and for the establishment of higher transition points, which causes academic debts.
In some cases, universities improperly compile training programs in the field and during the semester it is required to obtain more than 30 credits, despite the absence of such a need, and this leads to additional costs for students.
In this regard, the Ministry states that the assessment of students' knowledge has a minimum indicator of 17 points for the exam and a total of 51 points on the subject.
Universities may modify these rules for specific professions and subjects only with the consent of the Ministry.
However, the Ministry considers unreasonable demands for free retaking academic debts, regardless of the number of credits and the time of their accumulation.
The Ministry also reminds of the financial autonomy of universities. Thus, universities in accordance with their capabilities can create special funds to pay for certain categories of training students (honours, members of poor families, etc.). -05D06-
