Reserve Officers Call to End the Unhealthy Environment around the Army
The Union of Officers in Reserve and Retired released a statement on the situation that prevails in the armed forces after the resignation of Defense Minister Safar Abiyev, describing the situation as unhealthy.
In a statement sent to the media by the Union’s Chairman Yashar Jafarli, it is noted that instead of discussing the activities of Abiyev as Defense Minister and his illegal stay in office for 9 months, after reaching the retirement age, public discussions are sent in the wrong direction. This should be seen as an attempt by political power to not take responsibility with the unhealthy situation prevailing in the army.
Reserve officers point to attempts to turn public debates about the army into an instrument of struggle between "clans", which is sure to hit the military might of the country. In this regard, the Union called for an end to attempts in establishing political control, instead to ensure the rule of law and respect for human rights in the armed forces.
The means and methods used in the personnel changes made in the military create a public understanding of the effect of revenge from officers and generals from the former Defense Minister. This approach may lead to a negative moral psychological atmosphere among officers and generals and lower the moral strength of the troops, the statement said.
Given the particular importance of the Armed Forces in the public system, the reserve officers require control of the armed forces in the framework of the Constitution and the law.
Reserve officers urged political leaders to answer questions about the expediency of Safar Abiyev as a minister for 19 years. Also explain the legal framework for keeping Abiyev as minister after reaching the retirement age, and the reasons for maintaining Abiyev in the government after the expiration of his active service.
The Union calls to avoid haste in personnel matters, to ensure collegiality in decision-making, appointing officers; given their knowledge, personal qualities, experience and dedication to the people and the homeland, and not to individuals.
At the same time, the Union as a human rights organization, wishing to demonstrate its impartiality, declared its readiness to defend the rights of Safar Abiyev on a voluntary basis. -0 –

Baku, often called the "Caucasian Dubai," is increasingly known for systematic violations of residents' housing rights. During urban renovations and the construction of elegant new buildings, thousands of families in Azerbaijan’s capital have been unlawfully deprived of their homes. Many, recognizing the futility of resistance, settle for inadequate monetary compensation for their irreplaceable property. A minority, placing faith in the Housing Code, demand fair compensation from construction companies but often lose everything—both their homes and any form of recompense.
