The Appeals Board shall establish itself as an effective structure
The creation of "Appeal Board under the President of Azerbaijan" will allow businesses to confidently create and develop business, said in an interview with Turan the expert in the field of Business Studies and Marketing Elnur Eyvazov. As an expert studying the international practice to protect the rights of entrepreneurs, and a man who proposed the establishment of an ombudsman for business, Eyvazov welcomed d the president's decree as "a step that secures the confidence of entrepreneurs to the state."
"Many local and foreign businessmen are waiting for the support behind them in the creation and development of entrepreneurial activity. Therefore, the Board of Appeal is to promote the development of small and medium-sized businesses, curb illegal raids and inspections to counter corruption, increase interest in entrepreneurship in Azerbaijan, both local and foreign investors, improvement of legislation in this sphere," said Eyvazov. The most important thing is that the president will be directly informed about the problems of entrepreneurs.
"Perhaps, the Board of Appeal, together with the relevant institutions will initiate solutions to the existing problems, create and monitor existing programs to enlighten entrepreneurs. Confidence in the business environment in the country can return the president of state.
Today we can confidently talk about strengthening the country's leadership attention to entrepreneurship, to its potential in economic development. Therefore, at all meetings recently the president strictly criticized the bureaucratic officials," Eyvazov said.
From the very outset the Board should position itself as a support to entrepreneurs and investors. It is important that state officials, the executive bodies perceive it as an effective Board structure, which will affect the elimination of defects, Eyvazov said. It is desirable that the chairman and eight members of the Board were appointed from among the various business sectors, informed of difficulties.
"At a minimum, quarterly, and in the end, the Board shall notify the head of the state and the public about the statistics of complaints and the results of their investigation. Businessmen and society, must feel a guarantee of their safety and confidently deal with problems in the Council.
We have repeatedly heard about cases of pressure of local executive bodies on entrepreneurs who unsuccessfully tried to complain to higher authorities and arbitrariness," concluded Eyvazov.-06D-
