Activists Demand Liberalization of Policies towards Civil Sector

Baku / 13.10.18 / Turan: The current state of civil society and ways out of the situation were the topic of the hearings organized by a group of activists the day before.

The participants in the discussions were unanimous that in order to eliminate the problems of civil society, it is necessary to return to the legislation that existed before 2013.

They also pointed out the need for liberalization and real policies regarding the institutions of civil society, and the restoration of the institution of representation by non-lawyers in the courts.

Protection of the rights of citizens has never been as weak in Azerbaijan as it is now, the co-chairman of the Helsinki Civil Assembly, Arzu Abdullayeva, said. The current state of NGOs has a very negative effect on the human rights situation.

"People cannot achieve protection of their rights from the state, courts and NGOs. People consider themselves defenseless, and this trend is getting stronger," she said.

The head of the NGO Legal Education of Sumgayit Youth, Elchin Mamed, pointed out that after the abolition of the institute of representation citizens have become virtually defenseless due to problem loans. Most of the complaints in the courts are related to this.

The head of the Society for the Protection of Women's Rights, Novella Jafaroglu, considers it necessary to eliminate restrictions on the activities of international donors in Azerbaijan. This could have a positive effect on the international image of Azerbaijan, she said.

The head of the Public Association for the Protection of the Rights of Oil Workers Mirvari Gahramanly complained that the pressure on NGOs continues. Whereas in 2014, criminal cases were opened against NGOs and their bank accounts were frozen, now they are being pursued by companies whose activities are monitored by the activists, Gahramanly said. -06D-
