Baku / 24.04.18 / Turan: Shahdag Tourist Center (STC) CJSC announces the transfer of the state-owned hotels of the Summer-Winter Tourist Complex Shahdag, whose construction cost the state $ 1 billion, to management. Transfer of hotels of this state institution with hundreds of people to management raises some questions. IA Turan addressed these questions to the management of the joint-stock company.
- Turan: Which of the hotels on the territory of the complex are on the balance of the tourist center? How many rooms and places are there in total in these hotels? How many people work in these hotels? Are employees of the hotels considered employees of STC or some other commercial structure?
- STC: At present, a five-star hotel (Shahdag Hotel and Spa), a four-star hotel (Zirve Hotel) and an apartment-type hotel (Gaya Residences) are on the balance of Shahdag Tourist Center CJSC. These hotels have a total of 244 rooms and 732 beds, of which there are 172 rooms in the Shahdag Hotel and Spa, 43 rooms in the Zirve Hotel and 29 rooms in the Gaya Residences. Employees of the hotels work on the basis of an agreement with the Shahdag Tourist Center.
- Turan: In what order have the above hotels been managed so far? What is the division of authority in the management of hotels between the manager and CJSC Shahdag Tourist Center? What is the need for transfer to management?
- STC: During 6 years of operation of the Tourist Center, the hotel management has been carried out by a specialized ski resort PGI Management owned by the State of Andorra, together with a tourist center under the direct control of the CJSC. The specialists of the company PGI Management mainly regulate the activity of ropeways and mountain-skiing slopes, and for this reason the number of foreign specialists in the mountain entertainment department is increased to 20 people in the winter season. At the same time, 5 employees of PGI Management currently work in the hotel management department and one employee works in the mountain entertainment department. The conclusion of the agreement with the above-mentioned company is aimed at increasing the efficiency in managing the mountain skiing and mountain-hotel system, which is a new experience for Azerbaijan. The aim is also to study the world experience and train local specialists. In addition, in the opinion of the Accounting Chamber about the draft budget of 2018, taking into account the implementation of the Center's activities on the basis of the cost-accounting principle, it was found expedient to optimize the expenses envisaged by the state budget in 2018, to strengthen the company"s activities in order to increase the effectiveness of using these budget funds, as well as savings and effective use of funds. For this reason, there was a need to ensure the systematic and unified professional management, the efficiency of using existing resources, increasing revenues and reducing costs of core activities.
- Turan: If so far the hotels have been transferred to the management of unauthorized persons, then on what terms and what amount was paid by STC for this in 2016-2017?
- STC: The main conditions for the transfer of hotels to administration are direct participation in the training of local professional staff, regular improvement of the quality of service and bringing them to international standards and organizing trainings for this purpose, continuous improvement of the work process using the available potential, application of international experience in the system of ski hotels, cost optimization and revenue increase.
- Turan: What is the amount of funds raised in 2017 for providing services by the hotels? Are these funds sufficient for the costs of hotel maintenance and enforcement of compulsory payments?
- STC: At present, the financial report of the CJSC for 2017 is being prepared. After the conclusion of the independent auditor, the report will be published in the relevant press.
- Turan: How many employees work in the administrative apparatus and structural subdivisions of Shahdag Tourist Center CJSC?
- TCS: According to the staff schedule, CJSC Shahdag Tourist Center employs 507 employees, and 320 workers are accepted during the season. - 08B--
