This government has no reform potential, Ibadoglu
Baku / 23.04.18 / Turan: Changes in the government are insignificant and do not give grounds for expecting radical reforms, said the head of the Movement for Democracy and Prosperity Gubad Ibadoglu in an interview with the Cətin Sual program ("Difficult issue") of the Turan agency. The regional factor, the principle of personal devotion, the existence of interests of various groups again prevailed in the personnel assignments.
Economic transformationsneed a team that is committed to reform, headed by the prime minister responsible for the reforms. However, the new Cabinet is not at all inclined to reform. On the other hand, a real separation of powers is necessary. If there is no independent judicial power, then there can not be any reforms and speeches, the expert believes.
He noted that the government did not submit a single reform program, including real measures to combat corruption, the elimination of monopolies, and healthy competition.
The new Cabinet also showed that in the country for 15 years the human potential was not prepared. To solve social and economic problems, conditions are necessary for business, ensuring freedoms, so that everyone can implement a personal initiative, and access to credit. However, the economy is not liberal. Between the real sector and the banking system, communication is lost. Bank loans are playing less and less role in supporting business. Banks themselves are in crisis and in the near future will face the problem of the return of deposits.
Ibadoglu believes that due to the recent rise in oil prices, the government will not be motivated to join the WTO and implement reforms related to this. In these circumstances, Ibadoglu does not expect legalization of the shadow economy and effective steps in the field of antimonopoly policy.-06D-
